Capitol Update: January 31, 2025 – Advances for Key Bills

ACTION ON SECTION 8, CAPITAL GAINS BILLS: There was progress this week in Jefferson City on key bills of interest to Missouri REALTORS® 

The House Committee on Commerce advanced substitute legislation dealing with Section 8 vouchers and the capital gains tax deduction: 

  • House Bills 595 and 343, which prohibit political subdivisions from requiring property owners to accept federal or other housing assistance programs, were combined into a single committee substitute bill. The substitute was voted out of the Commerce Committee and now goes to the House Committee on Rules, Administrative. HB595 is sponsored by Rep. Chris Brown, R-Kansas City, and HB343 is sponsored by Rep. Ben Keathley, R-Chesterfield.  

  • The House Committee on Commerce also put House Bills 594 and 508 into a single substitute bill, allowing deduction of capital gains from income subject to state taxation. That substitute also was voted out of Commerce and advances to the House Committee on Rules, Administrative. HB508 is sponsored by Rep. George Hruza, R-St. Louis County, and HB594 is sponsored by Rep. Chad Perkins, R-Bowling Green. 

STATE OF THE STATE: Gov. Mike Kehoe, fresh from his inauguration on January 13, delivered his first State of the State Address laying out his policy, legislative and budget priorities, during a Joint Session of the Legislature: "I said earlier that I will never forget my roots. Well, I’ve sat where you sit. I understand the pressures you face. And I want to work with you—not against you—because I believe we can only secure Missouri’s future if we work together,” Kehoe told the assembled officials and guests in the House Chamber.
